Some of the recent news articles Lenny has been forwarding seem to suggest that state and federal brownfield funds are being used to cleanup sites where there still seems to be a viable corporate PRP--indeed in one article, the corporate owner opened a new plant in the same state and left the mess associated with its shuttered plant to the taxpayers.
 
I can see using brownfield assessment grants to help local governments develop re-use plans. However, is it really good use of increasingly limited public funds to use them to cleanup sites where the responsible corporate entity (or its successor) is still available? I can see advancing the funds if there is a committment on the part of the state or EPA to pursue cost recovery but to give away $$ when there is still a viable corportate entity seems to create an incentive for corporations to continue to shudder old plants and export jobs overseas. Seems like we are creating a moral hazard.
