Subdivision remains in limbo

Water and traffic concerns dominated discussion about a proposed 
subdivision in the lower Scratchgravel Hills Tuesday morning, though 
some comments were made about potential soil contamination stemming from 
mining activities in the area's past.

Following two hours of consultation with staff, the developer and 
members of the public, the Lewis and Clark County Commission decided to 
continue its consideration of the proposed Cornerstone Village Estates 
subdivision next Tuesday.

At the time the second plan was under consideration, the Department of 
Environmental Quality had issued a letter expressing concerns about 
heavy metal contamination in the area left over from the years the 
Franklin Mine was in operation. Between 1870 and 1919, the site included 
two ore veins, an on-site floatation mill, and a number of prospect pits 
and dumps. The operation primarily extracted gold, silver, lead and 
copper. The site was also home to a cyanide heap leach system, another 
form of industrial mining, in the 1970s.
