Norfolk housing agency to pay $9,000 in fines By Scott Harper The Virginian-Pilot March 10, 2011NORFOLK - The Norfolk Redevelopment and Housing Authority has agreed to pay more than $9,000 in state fines to settle hazardous-waste violations at an old dry cleaners that it bought two years ago. Liberty Cleaners, a fixture in the Berkley section of Norfolk for more than 50 years, was abandoned after it closed in 1999 and following the death of its longtime owner, Thomas James Sr. Left unattended for years in the concrete building at 620 E. Liberty Street were dozens of drums containing toxic chemicals used in the dry-cleaning industry, including one known as "perc," which can cause cancer. ...
