This is the bill we discussed at the EPA Brownfields 2011 program on "What Would a Model Brownfield Statute Look Like." We are now awaiting state Senate action on this groundbreaking legislation. Although perhaps not the "Model" our program discussion would aim to achieve, if passed and signed by Governor Malloy, Connecticut 's Brownfield legislation will leap form among the most regressive to among the most progressive in the country. As one of the group who helped put together the liability relief provisions of the bill I would be happy to provide information about its provisions (which include protection from liability for both bona fide purchasers the parties from whom they have purchased their Brownfield sites).
