State says BIC failed to disclose all it knew about toxic chemicals  
at site

MILFORD -- State environmental officials have reversed themselves and  
now say that BIC Corp. is not in compliance with a consent order to  
locate and clean up a toxic chemical at its former shaving and pen  
factory here.

BIC, which is now headquartered in Shelton, was determined in March  
to have met the terms of its agreement with the state Department of  
Energy and Environmental Protection. A month later, however, state  
officials became aware of employee interviews done in 2003 by a  
consultant hired by BIC that provide much more detail on the location  
and amount of the chemical on its property.

"Since BIC has taken the position that there is no evidence of TCE  
releases on its property, the discovery of this information places  
the veracity and reliability of all of the reports into question,''  
wrote John Looney, an assistant state attorney general, in a DEEP  
document provided to the Connecticut Post on Wednesday.
