Mayor focuses on renovating old City Hall BY JON MAURER Rome Observer (NY) November 2, 2011ROME - Old City Hall has stood overlooking James Street since it was constructed over 115 years ago. Since being officially replaced by the current City Hall on Washington Street, the Old City Hall has been home to municipal and non-profit agencies. While serving minimal purposes compared to its former self, the Old City Hall has become an eroding structure that is nationally recognized as a brownfield. As a part of his downtown reclamation initiative, Rome Mayor James Brown and his team made rehabilitating the former City Hall a priority. Romeâs Community and Economic Development Department have taken the lead in making the old City Hall a safe, clean and viable option for business. Once the city took over the building from the Rome Urban Renewal Agency over a year ago, Brown was committed to find funding for a public-private partnership. A short time later, the Department of Community and Economic Development secured nearly $900,000 in highly-competitive NYS RESTORE grant funding for the adaptive reuse of the building. The department then took the necessary measures to stabilize the property and prevent deterioration. The city began the project by consulting the Rome engineering firm, Plumley Engineering. Plumley conducted requisite environmental, historical and architectural analyses that targeted problems that are typical of aging buildings.
