Some say tax breaks speed site cleanups by John Ferro Poughkeepsie Journal October 22, 2012PAWLING - At 33 E. Main St. lies an abandoned gas station, boards covering the windows and paint flaking off the molding on its doors, windows and cornice. When its owners, Pawling Mayor Rob Liffland and his wife, Kelly, look at the building, they see a restaurant. Or perhaps an art gallery, just a block away from the bustling Metro-North Railroad station and the row of shops that have sprung up alongside the tracks. To realize that vision, the Lifflands entered the property into the state's Brownfield Cleanup Program, which provides tax credits to developers who take on the responsibility for cleanup of neglected, contaminated properties. But the clock is ticking on the Lifflands and other developers. On Oct. 3, Gov. Andrew Cuomo signed legislation that extended the deadline for completed cleanups to Dec. 31, 2015. The original law had set March 31, 2015, as the date by which projects must be certified by the state Department of Environmental Conservation before a developer can apply for tax credits. ...
