Dumb question from across the pond - if the site 'poses no significant threat to public health or the environment, but recommends contamination on the site be remediated' how much remediation is needed and how will they know how to stop? In europe we adopt a risk based approach to historic contamination that seeks to ensure land is suitable for use; the mere presence of historic contamination would not trigger remediation. The 11 acre property adjacent to Fishkill Creek is proposed for development as a residential condominium complex. Two buildings, which were constructed around 1878 as the Tioranda Hat Works, are slated to be restored as a residential condominium complex with limited commercial use.
