[CPEO-BIF] Unfunded Superfund construction

Frequently at contamination sites, whether federal, Superfund, or  
brownfields, we hear that there isn't enough money to do the cleanup.  
Often this is simply a prediction.

In a number of cases, it's real and current. I found on U.S. EPA's  
website the following list of National Priorities List sites with  
"Unfunded New Construction." For links to fact sheets on each one, go
