Penfield bayfront housing project gets tax breaks by Diana Louise Carter Rochester Democrat and Chronicle (NY) October 15, 2013The County of Monroe Industrial Development Agency approved a nearly $2.2 million tax abatement Tuesday for a housing complex in Penfield overlooking Irondequoit Bay. Alan J. Knauf, an attorney for the Southpoint Cove LLC apartment complex project, said digging will begin Wednesday on the 26-acre property off Empire Boulevard in Penfield. First, the project must clean up a toxic waste site, removing soil containing PCBs and lead and then capping the excavation with what Knauf described as a layer of tarp and two feet of clean fill. About four acres of the site constitute a brownfield and must be remediated before construction can begin. …The $54 million project will comprise 10 three-story buildings with underground parking and is expected to create nine full-time jobs. Apartments will rent for $800 to $1,500 a month with most rents around $1,200, Knauf said. Nine jobs would be created by the project. ...
