Portland will consider giving away former St. Johns brownfield site to create restaurants, apartments Portland's sewer bureau removed seven fuel tanks from a vacant St. Johns lot. (Portland Bureau of Environmental Services) by Casey Parks Oregonian January 29, 2014 The home of a former gas station and car repair shop in downtown St. Johns will become restaurants, apartments and office space, under a deal presented to the Portland City Council Wednesday to give away 14,000 square feet of city-owned land. Developer Kevin Cavenaugh plans to create seven buildings with three restaurants and nine private courtyards at 8735 North Lombard Street. The Bureau of Environmental Services, which inherited the once-contaminated land from the Portland Development Commission a decade ago, said it will give the property to Cavenaugh free of charge to ensure development happens in the North Portland neighborhood. The City Council, which reviewed the proposal Wednesday, will vote on the proposal next week.
