State pulls funding for City of Elmira project by Ray Finger Elmira Star-Gazette (NY) March 11, 2014 Elmira City Council voted unanimously Monday on a resolution urging the restoration of $15 million in funding through the Brownfield Opportunity Areas Program cut from the state budget. The funding was earmarked for the Southside Rising project, a vision for both short- and long-term development that anticipates senior housing, medical offices, a community center, waterfront residences, the revitalization of Brand and Sly Street parks and flexible commercial-industrial space. City Council hopes to obtain the support of state Sen.
