New life for former Neptune Beach landfillDebris, contaminated soil removed from site, relocated for proper disposal By Amanda Williamson Florida Times-Union January 31, 2015On the surface at Penman Plaza, construction continues at a normal pace on a new building for Ace Hardware’s Neptune Beach location. Already, any signs of the land’s dirty past have been carefully contained. Not more than a year ago, a landfill occupied the site adjacent to Winn-Dixie supermarket on Atlantic Boulevard and Penman Road. Undeveloped, the property waited, its contents a potential hazard to the environment and its empty lot a blemish on the surrounding businesses. In an effort to revitalize the area and curb urban sprawl, the Florida Department of Environmental Protection partnered with Penman Plaza Associates LLP to remediate the contaminated brownfield site and create a viable space for business. ...
