The Record of Decision (ROD) was issued by the New York State Department of Environmental Conservation, according to a news release sent Tuesday. Numerous investigations indicated that releases of industrial solvents during manufacturing operations at the IBM plant site impacted groundwater on the site, according to the release. Contaminated groundwater spread southward from the plant to off-site areas as a result of natural groundwater flow, the DEC said.
