Sussex officials give Arbors developer more time Apartment complex start held up by brownfield remediation By Ron MacArthur Cape Gazette (DE) September 4, 2015 The developer of the long-awaited Arbors at Cottagedale apartment complex has been given a reprieve to get underway as the sunset date nears for work to get started. Rezoning and conditional-use applications are set to expire on Jan. 1, 2016, but approvals and permits to start remediation of a brownfield site on the property have held up site-work necessary to get the project substantially underway to meet the deadline.
