Senate considers bill to end state dispute with BIC

MILFORD — After nearly 15 years, issues surrounding the discovery of a toxic chemical spill near the former Bic Corp. plant here are still bubbling to the surface.

Legislators, including Sen. Gayle Slossberg, D-Milford, have introduced a measure that would prevent the state Department of Energy and Environmental Protection from revising cleanup orders without the consent of the affected business.

State environmental officials found in 2011 that BIC Corp. was in compliance with a consent order to locate and clean up a toxic chemical at its former shaving and pen factory here, then reversed that decision months later.
