Senate considers bill to end state dispute with BIC By Frank Juliano Connecticut Post May 3, 2016 MILFORD — After nearly 15 years, issues surrounding the discovery of a toxic chemical spill near the former Bic Corp. plant here are still bubbling to the surface. Legislators, including Sen. Gayle Slossberg, D-Milford, have introduced a measure that would prevent the state Department of Energy and Environmental Protection from revising cleanup orders without the consent of the affected business.
