State hires contractor to remove toxic soil from West Side Binghamton properties by Jeff Platsky Binghamton Press & Sun-Bulletin (NY) March 29, 2019 The state Department of Environmental Conservation plans to remove 365 cubic yards of toxic soil from Binghamton's West Side, at a location adjacent and in front of a new multi-unit housing development. In a public notification, the state's environmental monitors said it has hired a contractor to excavate 90 cubic yards of soil, largely containing lead, from a site at 9 Emma St.Another 275 cubic yards of contaminated soil will be removed from in front of the new housing development at 16 Emma St. Samples from that parcel indicated remnants of the hazardous trichloroethylene (TCE). The 9 Emma St. lot is vacant.
