Portland inks resolution for state money to clean up riverfront property By Jeff Mill Middletown Press (CT) January 13, 2020 PORTLAND — The town has taken two steps towards reclamation and potential development of the Brownstone Avenue riverfront property. During a recent special meeting, the Board of Selectman approved an assistance agreement resolution that will enable the town to access a $750,000 state grant. The grant, from the Department of Economic and Community Development, will be used to clean-up, or remediate, the 5.4-acre parcel the town purchased in September. The property is the site of the former Connecticut Tar & Asphalt Co. plant.
