City hopes state money will aid cleanup of former Lear property

ZANESVILLE - The city of Zanesville is poised for cleanup of the former Lear property on Linden Avenue. With the engineering hurdles complete, the city is now seeking funding for the project.

The 28-acre site is both a brownfield site, resulting from the partial demolition of the former Lear factory that used to occupy the site, and a federal superfund site thanks to underground chemical contamination dating back to the 1970s.

The federal superfund site designation complicates the issue, said Zanesville Mayor Don Mason, and is inhibiting the cleanup efforts. He said that US EPA is "actually in the way," because the Ohio Development Services Agency has identified funds it would like to use to cleanup the property, but federal rules prohibit the use of brownfield money to clean up superfund sites. The money the state had proposed originated with the federal government, and thus the federal government had the final say over allocation.
