'That's not the city's fault': officials address how residents were allowed to move into toxic apartment building
WISN 12 News asked top state and local officials, as well as the building's owner, why residents were allowed to move into a Glendale luxury apartment building before testing for a cancer-causing chemical was completed.

GLENDALE, Wis. - Top city and state officials are now answering questions as to how residents were allowed to move into an apartment building before contaminant testing was complete. 

A week ago, the luxury apartment complex, Lydell Apartments in Glendale, evacuated six units inside building 3 after discovering elevated levels of trichloroethylene (TCE) inside. 

The city of Glendale issued a temporary occupancy permit for the Lydell Apartments, which sit on an old landfill site, but air quality is not part of city building inspections and oversight. 

Glendale's mayor, Bryan Kennedy, said the city relies on the health department and experts with Wisconsin's Department of Natural Resources (DNR) for that.
