Fort backers told: Don't skip "Plan B"

For Fort Monmouth and other communities facing possible closure of their
longtime military bases, perhaps the most difficult decision is one that
anticipates defeat - making that mental jump to what base closing
experts delicately call "Plan B."

"We understand completely why the communities want to fight this. All we
encourage communities to do is dual-track this thing," said Tom Markham,
president of the National Association of Installation Developers, a
nonprofit group that advises civilian communities on how to reuse
military facilities.
