Baseless Base Closures by Congressman Jim Moran Opinion DC Examiner May 20, 2005 Three years ago, Defense Secretary Donald Rumsfeld issued a memo mandating that no Department of Defense activities within 100 miles of the Washington region could contract for new or existing leased space without his express permission. While the rationale for this new policy was never clearly explained, most believed it was to save money and take advantage of free and secure space on military bases - worthy objectives, but not without serious adverse consequences. Fortunately, cooler heads prevailed here in Congress and Secretary Rumsfeld was forced to withdraw this directive. But, with the recently released Base Realignment and Closure report and a new DoD building security standard about to go into effect, the Secretary may now be able to achieve what he couldn't with his original directive. The recent BRAC report recommends the closure of much of the commercially leased DoD space in the Northern Virginia area. It will force the relocation of approximately 23,000 DoD personnel, resulting in the loss of billions of dollars in contract values and related spending. A major component of the justification that the BRAC commission used is that none of the targeted DoD leased buildings comply with their new building security standards. ...
