Leaders map strategy if Otis forced to close By AMANDA LEHMERT and KEVIN DENNEHY Cape Cod Times (MA) June 2, 2005 HYANNIS - On Cape Cod, where most leaders won't even discuss contingency plans in case Otis Air National Guard Base can't be saved, some business leaders yesterday started to contemplate life after Otis. During its regular meeting, the Cape Cod Chamber of Commerce's board of directors met with a lawyer who worked with leaders in South Weymouth after its Naval Air station was shuttered in the late 1990s. Chamber leaders called it the start of a community ''dialogue'' on the vision for the Upper Cape if Otis, as recommended by the Department of Defense, were closed. While it's still early in the process - indeed, with the Base Realignment and Closure, or BRAC, commission still months away from deciding which bases will be closed - some say it's important to at least talk about a backup plan. ...
