On June 27, 2005, the Congressional Research Service released an updated report, "Military Base Closures: Roles and Costs of Environmental Cleanup." A copy is attached. CRS used the same methodology I used in my May 24 spreadsheet, distributed via this list. We both drew upon data in the 2004 Defense Environmental Programs Annual Report. However, there are some discrepancies. Since (I assume) CRS had more time, more people, and better access to Pentagon sources, I would defer to its data. However, I still wonder about the massive difference in the costs incurred AND cost to complete for the Otis Air National Guard Base - a total difference of a few hundred million dollars. When I checked, I was told that the Army's program at the Massachusetts Military Reservation was funded through other accounts, so the MMR data in the annual report reflects Otis projects. Perhaps this is not the case. CRS totaled up costs incurred through fiscal year 2004 at the bases proposed for closure by the Pentagon: $941,725,000. Total cost to complete was $1,543,247,000.
