Weapons-facility cleanup tough, officials warn NORCO: Environmental experts say the military often underestimates the cost of decontamination. By DAVID DANELSKI Riverside Press-Enterprise (CA) August 4, 2005 SAN FRANCISCO - If the military follows through with plans to shut down its Norco weapons-research center, getting the land ready for civilian uses could be a cumbersome, costly and time-consuming endeavor, according to environmental officials from three states. The Department of Defense often underestimates the extent of pollution in soil and groundwater and then battles state officials about how much contamination the military should clean up, officials said during a conference here Wednesday. "We have found inadequate site characterizations and multiple unknowns," Rick Moss, chief of military facilities for California's Department of Toxic Substances Control, told the audience of state, federal and military environmental cleanup officials. ...
