Topsham authority gets down to business

TOPSHAM - Topsham's Local Redevelopment Authority on Wednesday directed 
Town Manager Gary Brown to apply for a grant from the federal government 
agency it will be working with through the Brunswick Naval Air Station 
base-closing process.

Board members accepted the proposed budget Brown presented as the basis 
for the grant application.

The grant will seek funding from the Office of Economic Adjustment. The 
authority decided to set its 2006 fiscal year to coincide with calendar 
year (ie. Jan. 1 through Dec. 31) as part of the discussion about the 
grant. The Office of Economic Adjustment provides grants in 12-month 
increments, Brown said, and Bryant Monroe, project manager with the 
agency, requested having Topsham's budget by next week so he can process 
it simultaneously with that of the Brunswick Local Redevelopment Authority.

While it may seem early to be putting together a budget for the 
authority, Brown said, the sooner one was formulated, the sooner federal 
money would be available, thereby sparing the town from having to spend 
local money.

Though it could be a few months before the Topsham Local Redevelopment 
Authority sees the money, Brown pointed out that it has been authorized 
to spend money as of Dec. 1, with those expenses being eligible under 
the federal grant.
