NOW Available -- EPA's Turning Bases into Great Places: New Life for 
Closed Military Facilities

As a result of the latest round of the Base Realignment and Closure 
(BRAC) process, communities across the country are planning for the 
reuse or partial reuse of military installations. To assist communities 
in establishing a strong foundation for this planning, EPA created this 
new guidebook, Turning Bases into Great Places: New Life for Closed 
Military Facilities.

The Guidebook focuses on steps to create a reuse plan -- and ultimately
development -- that:
-  creates vibrant neighborhoods;
-  brings amenities to residents and the surrounding neighborhoods;
-  provides a balanced mix of jobs and housing;
-  capitalizes on historic, cultural, and natural assets;
-  protects environmental resources; and
-  is embraced by the community.

While the focus of the Guidebook is on the redevelopment of closed or 
downsized bases, the planning principles and examples can also be 
applied to those communities with expanding installations. By developing 
in a way that maximizes existing resources, provides people with a 
variety of housing and transportation choices, and creates amenities for 
the entire region, development and redevelopment can benefit the
