NGA Issue Brief Examines BRAC Financing Strategies Contact: Tara Butler A new NGA issue brief describes the numerous public financing strategies available to states to address the economic impact of the 2005 round of Base Realignment and Closure (BRAC). State Financing Strategies to Address the Economic Impacts of Military Base Realignments and Closures addresses financing options and available resources for states and communities facing base closure and downsizing as well as those experiencing a growth in mission. Since states and localities ultimately are affected by BRAC, it is best if they work together with the federal government to plan and implement economic development strategies tailored to their specific needs. Several public financing strategies can be used to address the economic impact of BRAC such as: * Planning: Develop a comprehensive plan outlining strategies and financing mechanisms. * Infrastructure Development: Build or enhance public and private infrastructure to stimulate and support economic activity. * Business Development: Foster new and diverse business activity. * Workforce Development: Assess and meet the needs of a military community’s workforce.
