Clock is ticking for redevelopment of downtown's Navy Broadway ComplexBy ROBIN MAYDECK San Diego Daily Transcript (CA) August 31, 2006 The redevelopment of downtown's Navy Broadway Complex may have received more legally binding validations than any major revitalization project in recent Centre City Development Corp. history. Yet the $1.3 billion, 2.948 million-gross-square-foot super project planned by the public-private partnership of the U.S. Navy and Manchester Financial Group has become the 2006 poster child of a project under fire. Although the Navy/Manchester planning team must adhere to project parameters set by an oft-validated Development Agreement entered into by the federal government and city in 1992, and subsequently made law of the land by the U.S. Congress, an army of critics has weighed in on the proposal for everything from its size, scale and the design of the tops of its buildings, to its right to be. ...
