MARE ISLAND Battle to preserve shipyard's history Development plan rash, opponents say Patrick Hoge San Francisco Chronicle February 21, 2006 Mare Island, a major naval shipyard for 142 years, includes a National Historic District filled with more than 500 structures built between 1854 and 1945. But more than a third of those -- from latrines and bomb shelters to giant warehouses and residences -- could face the wrecking ball under a development plan approved by the city of Vallejo that envisions a mix of housing, offices and open space. Preservationists, including state and federal officials, are outraged by the plan, which they say does not adequately consider alternatives to eliminating many of 183 historic resources, some of which everyone agrees will likely have to go. "They're just listing what they want to get rid of without looking at any alternatives," said David Look, chief of National Register programs in the National Park Service's Oakland office. The agency has an advisory role concerning historic districts, but no regulatory authority, and he says the city has ignored input from experts like him. ...
