Towns gear up for military job gains, lossesJAMES HANNAH, Associated Press Wichita Eagle (KS) May 28, 20006 DAYTON, Ohio - Just off the runway at Wright-Patterson Air Force Base, a spider's web of girders reaches for the sky. The steel skeleton will soon become the first of three hangars to house massive C-5 transport planes. And coming soon are 17 building projects to handle new airmen and missions moving in as part of the Base Realignment and Closure process. The C-5 hangars - not part of the base realignment - are giving Wright-Patterson a sweet taste of its future. Seven months after Congress approved the base reshuffling, military communities coast to coast are making expansion plans or putting up "For Sale" signs. In Virginia, where the 11,300-worker base population at Fort Lee is expected to nearly double when soldiers transfer in from other installations, community leaders are gleefully bracing for a wave of new home buyers, shoppers and students. But in Kansas, officials are scrambling to privatize an Army munitions plant targeted for shutdown and open some of the land for hunting and fishing. ...
