Big projects are on board for ex-Navy base

CEIBA, Puerto Rico - The sprawling former Roosevelt Roads Naval Station is a prime piece of Caribbean real estate nestled between Puerto Rico's cloud-covered rain forest and 11 miles of untouched coastline.

Its unique amenities: An airport with an 11,000-foot runway, three marinas, a hospital, fire station and two schools, all neatly maintained despite standing empty for more than two years.

The U.S. Navy closed the base in March 2004, in the wake of protests on nearby Vieques. In January, it is expected to begin the much-anticipated transfer of 8,600 acres for redevelopment.

With land already earmarked for a hotel, a cruise ship port and a science park, residents and local economists are wondering whether the benefits of bringing new businesses to the former base will reach the towns of Ceiba and Naguabo, which border the property and suffered the brunt of its closure.
