The vast stretches of runway and deteriorating buildings can make the 
place at times feel downright lonely.

But hidden among empty hangars and old barracks is a community that 
teems with energy.

For some, the base is only a temporary home: The city is in the midst of 
long-running redevelopment efforts.

In April, the City Council gave Catellus Development Group and Lennar 
Urban until May 8 to hammer out an agreement under which the two 
development companies would build, in essence, a small city on the 
Island's west end.

When a project finally comes to fruition, some will stay. Others will 
leave.
