War bill allows hub at WG base

A war-funding bill passed by the U.S. House on Thursday night includes a 
provision that would allow the state to establish a regional security 
hub at the Willow Grove Naval Air Station Joint Reserve Base.

The language included in the bill would effectively override the Navy's 
decision not to go along with the regional security plan backed by Gov. 
Ed Rendell and supported by the secretary of the Air Force several weeks 
ago. The plan calls for civilian and military agencies to share the land 
and cooperate in responding to military threats or natural disasters 
overseas or abroad.

The bill's chances of ever becoming law are uncertain. President Bush 
vetoed an earlier version of the bill that included a time line for 
pulling troops out of Iraq and has threatened to veto this one as well 
because it includes nonmilitary spending. For it even to get to Bush's 
desk, the bill would need first to clear the Senate.
