Massive development at old Navy base 'prime pickings'

PORT DEPOSIT, Md. -- If there are ghosts at the old Bainbridge Naval 
Training Center, Mike Miklas can see them.

Bainbridge was like a small city during the Korean War, and Miklas was a 
21-year-old petty officer. In 1976, the training center -- by then 
obsolete -- was deactivated.

But now the region is preparing to absorb some 25,000 new households as 
the federal government sends thousands of new jobs to Aberdeen Proving 
Ground in neighboring Harford County as part of the Base Realignment and 
Closure program. And developers are creating a new vision for Bainbridge.

As part of a public-private partnership, two Maryland developers plan to 
create a massive mixed-use community. Construction is expected to begin 
soon on the first of 1,250 homes that will sprawl across the former 
base's 1,200 acres.
