Wayans team cancels Army base reuse plan

OAKLAND: Port's expansion next door would bring noise and pollution, 
block Bay view, entertainers' reps say

The Wayans brothers' development team pulled out of negotiations with 
the city over plans to build a movie studio and arts and retail center 
on the former Army base in West Oakland this week, leaving the future 
development of the base in question, city officials said Thursday evening.

The decision by the Wayans Brothers-Pacifica Capital Urban Development 
Partnership came two weeks after signing an exclusive negotiating 
agreement to bring a state-of-the-art film production studio, creative 
business park, retail village, children's educational fun zone, digital 
arts center and luxury hotel to the former base, creating as many as 
1,500 jobs in the process.

City leaders approved the deal despite disappointing results with a 
previous Wayans brothers development team, hoping the brothers' name and 
cachet would help rejuvenate West Oakland.

But Pacific Capital's Britten Shuford wrote a letter to the city's 
redevelopment agency this week, opting out of the negotiating agreement, 
said Karen Boyd, a spokeswoman for the city administrator's office.
