DEFENSE CLEANUP BUDGET GUTTED In last minute maneuvers, Congressional appropriators slashed the Defense Environmental Restoration Account (DERA) even more than either house had proposed. The final fiscal year 1995 Defense Appropriation provides only $1.87 billion for DERA, which covers cleanup at active and former military bases. This is $400 million or 18.3% less than the Defense Department requested. This is the first year, since the inception of DERA a decade ago, that Defense cleanup funds have been reduced below the previous year's total.
