I am Ross Vincent. I live in Pueblo, CO, the soon-to-be-former home of the Army's Pueblo Depot Activity (PDA). The PDA is one of eight con- tinental US sites where the Army plans to build huge incinerator com- plexes to burn chemical weapons (and, while they won't admit it yet, probably other stuff as well). I am a chemist and chemical engineer by training and an environmental activist by conviction. Prior to moving to Colorado in 1988, I worked for 17 years for a statewide environmental group in Louisiana. I currently chair the Sierra Club's Hazardous Materials Committee and serve as a member of its Military Impacts on the Environment Commit- tee. I have been active since its inception with the Chemical Weapons Working Group (an international network of citizens from communities affected by chemical weapons manufacture/storage/disposal) and am involved with two of the Military Toxics Project's networks (chemical weapons and conventional munitions). I am also a member of the EPA's Federal Facilities Environmental Restoration Dialogue Committee and the Munitions Working Group of the Western Governors' Association's DOIT (Demonstrating Onsite Innovative Technologies) project.
