Thanks for your comments. I have focused on activities because priority-setting
models that emphasize sites lead to the implication that many sites will be
ignored. By emphasizing activities, I suggest that priority-setting is
temporal in nature. Some things you do first. Others you can put off.

But that does not mean that all possible activites are good. In the context
of environmental restoration, there are many undesirable activites - such as
incineration, aeration, etc. Before prioritizing activities we must agree to
them.
