Following up on Gawain's report on the $300 million DERA rescission:

The Conference Committee accepted the Feinstein amendment building a
fence around cleanup funding for proposed 1995 closures and realignments,
but the summary language appears to muddy, not clarify the specifics.

The BRAC (base realignment and closure) rescissions appear to be targeted
at construction budgeted for bases now proposed for closure. The cuts
are not aimed at BRAC cleanup.
