Don,
Risk assessment should not be solely the regulator's baliwick. First,
some community members want to qualify any decisions made involving 
risk assessment, and this should be part of the process. More importantly,
simplified risk catagorization to identfy which sites should recieve 
priority, are extremely subjective. Community members should be part of 
the process!
