I think Gawain's report on the Appropriations bill for EPA is entirely relevant. It will be much harder for "anti-environmentalists" in Congress to weaken environmental laws directly than to use the Appropriations bills, which are extremely difficult to veto - the President risks sending federal employees home without paychecks. If EPA can't afford to enforce the laws at Federal facilities, and if the "DSMOA" money that the Defense Department provides to state regulators is also cut (as proposed by the Senate Armed Services Committee), then it won't matter how strong the laws remain.
