The Arsenal Cleanup and Conversion Project (ACCP) citizens group would 
like to see local and displaced workers and small, minority, and local 
businesses be given preference in awarding environmental cleanup jobs at 
the Twin City Army Ammunition Plant. We've read somewhere that at Pease 
Air Force Base in New Hampshire language preference was given to local 
contractors or the contract was written to make it possible for small 
contractors to bid on the work. We'd like to know what has been done 
elsewhere to have the cleanup stimulate local economic development, find 
out what the applicable requirements might be, and obtain sample language 
for Contract Specifications.
