This is Mary Raguso again from DoD. To answer your question about awarding
cleanup contracts to local workers, yes, this is an issue. If you reference
our home page on the Web, which is designed primarily to provide small
businesses with cleanup contracting/program info., you will find an electronic
version of the environmental procurement guide. It's not yet published, but
you can print it off of the Web. 

Also, most installations also have a small business contracting officer on
base. You should contact this person and tap them for info. However, I would
start with the procurement guide first to get a basic understanding on how to
get involved w/the cleanup program, and go from there.
