DEFENSE CLEANUP - BY CONTINUING RESOLUTION It is likely that neither the Defense Department Appropriations nor Authorization Acts will be passed and take effect until after the holidays. That means that Defense Environmental Restoration Account funds - and the related allocations to states through the Defense State Memoranda of Agreement - will be funded through another continuing Appropriations resolution. Funds released will be based on FY1995 Appropriations, minus a percentage, such as 5%. Base Realignment and Closure environmental funds have already been appropriated, since they are itemized in the Military Construction Appropriations Act, which has been signed by the President. Of course, there remains the possibility that the President and the Republican Congressional Majority will not be able to agree on raising the debt limit, and who knows what the consequences of that will be!
