DSMOA UPDATE

Rumor has it that the Conference Committee version of the FY96 Defense 
Authorization bill sets DSMOA (Defense State Memoranda of Agreement) 
funding at $10 million, well above the $5 million Senate level but far 
below the President's $21 million request. The language is somewhat 
flexible, however, allowing the Defense Secretary to make more money 
available by certifying that it is needed, through a cumbersome, 
time-consuming process.
