From: Aimee Houghton <aimeeh@igc.org> ICMA TO HOLD TWO WORKSHOPS IN SAN DIEGO: 1) DISPUTE MANAGEMENT 2) BASE REUSE TRAINING In an effort to assist local officials responsible for economic development, the International City/County Management Association (ICMA) will sponsor two days of workshops, from April 25-26, at the San Diego Hilton Mission Bay, in San Diego, California. Many communities find themselves engaged in divisive and costly disputes when a new development is proposed. During the April 25 workshop, titled MANAGING DISPUTES IN YOUR COMMUNITY: COLLABORATION, CONSENSUS BUILDING & CONFLICT RESOLUTION, trainers from the San Diego Mediation Center will teach participants various collaboration methods and models to build consensus and prevent conflict. Additionally, participants will learn the use of conflict mediation assistance to avoid litigation and engage in "real world" simulations to utilize the techniques learned. This day-long workshop is cosponsored by the ICMA University, a continuing education program for local government officials. April 26 is a series of MILITARY BASE REUSE TECHNICAL TRAINING WORKSHOPS for communities contending with a base closure. Workshops will feature short panel presentations by successful local government officials, who will share their innovative solutions to challenges in specific aspects of base reuse, and military personnel, who will provide insight into their requirements and processes. Brief panel presentations will be followed by discussions to facilitate sharing of information. This format will help participants understand the responsibilities and processes of both local governments and the military, and identify ways to quickly achieve mutual reuse goals. Concurrent workshops will address property valuation, potential local government liability for accepting base closure property, retrocession, dispute management and base closure, and land transfer mechanisms including leases and conveyances. Additionally, there will be a special session for 1995 base closure communities where experienced city officials will discuss "pitfalls, hoops, and hurdles". The workshops are cosponsored by the National Association of Counties (NACO), National Association of Installation Developers (NAID), and San Diego State University School of Public Affairs.
