From: Lenny Siegel <lsiegel@igc.org> FY97 DERA SERVICE BREAK-OUTS The Clinton administration has released more details on its proposed Fiscal Year 1997 military cleanup budget. It has proposed four line items covering what formerly was known as the consolidated Defense Environmental Restoration Account. Environmental Restoration, Army $356,916,000 Environmental Restoration, Navy (includes Marines) $302,900,000 Environmental Restoration, Air Force $414,700,000 Environmental Restoration, Defense-Wide $258,500,000 TOTAL (former DERA) $1,333,016,000 The supporting language includes the following: "Beginning in FY 1997, [the Department of Defense] will establish four separate environmental restoration accounts, one for each military department and a defense-wide account for agencies and formerly used defense sites. These four decentralized accounts include all the functions formerly funded in the defense environmental restoration account." Thus, as far as the Department is concerned, "devolvement" is a reality. The new information is that formerly used defense sites (FUDS) have been moved from the Army budget to Defense-wide. This year (FY 96), the Defense-wide total is $57,000,000, covering Defense Agencies (such as the Defense Logistics Agency) and probably the operation of the Environmental Security office's cleanup branch. So the total proposed for FUDS in FY 1997 is somewhere around $200,000,000. The ER line items are within the Operation and Maintenance portion of the Defense budget. The other major cleanup account, Base Realignment and Closure, is within the Military Construction budget. | |
