From: Lenny Siegel <lsiegel@igc.org> FOREIGN CLEANUP New data on the U.S. military's small program for cleaning up contamination at overseas military bases has recently been disclosed. It can be found, buried in an appendix to a recent report of the General Accounting Office. ("Environmental Protection: Status of Defense Initiatives for Cleanup, Compliane, and Technology," GAO/NSIAD-96-155, August, 1996. pp. 19-22.) GAO reports that 97% of the $102 million obligated for overseas military cleanup in the last four years came from Operations and Maintenance funds. (Foreign bases are not eligible for money from the Defense Environmental Restoration Account or the base closure budget.) In that period, the Army made 69% of the expenditures. 78% went for cleanup, as opposed to studies and oversight. No data were published showing expenditures by country.
