From: Don Zweifel <zweifel@nexus.chapman.edu> Subject: Kudo's to USEPA Region IX and X re Regional Forum To all interested paties: The Regional Forum on Military Base Cleanup Technology that was held in San Francisco on 26 and 27 Sept. 1996 was a smashing success. Ms. Felicia Marcus' (USEPA Region IX Administrator) efforts to make this memorable event were certainly realized. Lenny Siegel and Aimee' Houghton officiated and enabled all of the attendees to benefit substantively. A special acknowledgement should also go to the Western Governors Association for their sponsorship. The theme of the conference was basically focused on innovative technology and the success stories of effective implementation nationwide. The most outstanding example appeared to be at North Island NAS (Naval Air Station) on Coronado Island adjacent to San Diego, Ca. This remarkably expeditious remediation effort was under the DON's "NELP" (Navy Environmental Leadership Program) concept that augments a fast-track cleanup under the direct aegis of the CNO's (Chief of Naval Operations) office. It may interest everyone to know that this particular remediation effort was one of the fastest site cleanups of a military base in recent memory. The goals of NELP are to sustain ten env. cleanup projects, five env. compliance projects and five conservation projects plus ten "P2" or pollution prevention projects. A truly momentous tasking. The CNO's office has decided to cut through or streamline the ROD (Record of Decision) process thus enabling them to expedite site cleanup before it becomes anathema to the local community and the Navy, thus preventing it from becoming a political football.
